| The St. Charles Public Library District was established
as a District Library on December 19, 1979, following a
referendum on December 1, 1979.
The boundaries of St. Charles Public Library District
are contiguous with those of St. Charles Township, Kane
County, Illinois, plus the area east of St. Charles comprising
Pheasant Run and contiguous with the City of St. Charles,
DuPage County, Illinois, plus that portion of the area
of the Village of Wayne, Illinois, in DuPage County,
as of 1984, and that portion of School District #303
in DuPage County.
The Board of Library Trustees of the St. Charles Public
Library District is empowered by law and obligated
to “…carry
out the spirit and intent of (the public Library District
Act) in establishing, supporting and maintaining” the
Library (75 ILCS 16/30-55).
The Library is financed by an annual public library
tax determined and levied by the Board of Library Trustees
(75 ILCS 16/35-5).
The Board of Trustees of St. Charles Public Library
District will formulate policies governing selection
and organization of library materials and personnel
which will facilitate the collection, location, distribution,
interpretation and effective utilization of the Library’s
resources by the public. The Board will provide and
maintain safe, modern physical facilities and equipment
which
will support and enhance the services of the Library.
In order to fulfill its legal obligation, the Board
will comply with the Illinois Compiled Statutes, especially
with regard to the powers granted to the Board in (75
ILCS 16/30-55). The Board also will make an effort
to
use the standards of SERVING OUR PUBLIC of the Illinois
Library Association as guidelines and criteria in formulating
library policy and establishing library objectives.
In accordance with the Public Library District Act,
the St. Charles public Library District “…shall
be for the use of the residents and taxpayers of the
district wherein it is located, subject however to
such reasonable rules and regulations as the Board
may adopt
in order to render the use of the Library of the greatest
benefit to the greatest number of such residents (75
ILCS 16/1-10).
The Board is empowered “To extend the privileges
and use of the Library, including the borrowing of materials
on an individual basis, to persons residing outside of
the district…upon terms and by conditions prescribed
by the Board by its regulations. The Board shall charge
a non-resident fee at least equal to the cost paid
by the residents of the District with the cost to be
determined
according to the formula established by the Illinois
State Library (75 ILCS 16/30-55.60).
Library hours are established as follows:
The Library is open Monday through Thursday from 9:00
a.m. to 9:0 p.m.; Friday from 9:00 a.m. to 8:00 p.m.;
Saturday from 9:00 a.m. to 5:00 p.m. The Library is open
on Sunday from Noon to 5:00 p.m. |
