Luke Garner doesn't exist, at least not officially. Families aren't legally allowed to have more than two children, but his parents have secretly disobeyed. So Luke hides, because if anyone knows he exists, he is in grave danger. He can't go to school, can't make any friends, and his grandparents don't even know he's alive. When the government builds new homes next to his parents' farm, Luke can no longer go outside, or even look out a window. The population police monitor everything.
